When will the Public Hearing take place? |
We don’t know. The applicant and the Council haven’t come to an agreement on what the applicant’s application should be yet. The applicant has a great deal of work to do in assessing the drainage, traffic and environmental impacts. We doubt the sense in having any sort of hearing until after the application is finalised. HALL ask, "can it be claimed that this idea of a Public Hearing (which does have a part in the new Planning Act which comes into force later this year) is “conceived”? Unless it is given some legal framework it will be “ill-conceived”. For example, will parties be able to refer to it at an Inquiry? Will Councillors be able to ask or answer questions? Will the applicant be able to make statement and will the public be able to question him? Etc. HALL think it shouldn’t take place at all.
