Can I object if I don't live in Houston?

Anybody can write in and object.  Your objections should be related to the application and refer to planning grounds.  However, you may object in principle because Scottish Planning Policy 11 requires there to be strong justification to develop any open space other than purposes of open space.  The more people who object the higher the hurdle.
